Tom has worked in the civil service and senior roles in local authorities for almost 40 years. These roles include:
Chief Technology Officer: Leading Information Management; security governance, policy and operations; digital transformation; technology operations; dev ops; IT services and procurement of new services.
Digital Programme Director: Delivering significant technology and business programmes to departments and to transform citizens use and access to digital services.
Skills, knowledge and experience includes:
Enterprise Architecture: Leading the transformation of legacy architecture to cloud based services; introduction of Micro-services; common data platforms and modern authentication.
Operational Management: Leading large teams of field workers delivering regulatory services and policy implementation.
Governance: Setting in place the governance infrastructure for information management, security policy and operations and data. Contributed to sector wide data standards governance. Reporting to boards and other audit committees on significant risks and mitigations.
Since leaving the Civil Service Tom has held roles as a non-executive director supporting a cyber start-up and established Cyber Culture Limited specialising in developing cyber security awareness amongst senior leaders and their people.
Tom is a Fellow of the BCS and a member of the Institute of Regulation. Tom completed an MBA at Lancaster University.
